If you're sure it's a golden book, it may be "The Three Bears". There were different illustrators depending on which version, the first in 1948. There was a 1965 edition which reminds me of The Berenstein Bears (The Bears" Picnic) before Sis(?) was created. Hope this helps.

Hi,
My mom was trying to find one of her favorite Golden Books about bears going on a picnic. It would have been published during her childhood in the 1950s and 60s. She can't remember the name of it. I have found Bialosky's Special Picnic but I don't think that is it since it was published in 1985 unless there was an earlier publication date. Any ideas? Thanks!
