when a book has 'this is a brand new book..." what exactly does that mean? is it a 1st ED, or an updated version?

You will have to check out what edition it is using the guide under FAQ on this website. In the older books it was usually a first printing and story. In newer books, it is over used. Mercer Mayers' This Is My Family has had that on the cover for years???

is it likely that on the older books were it is near impossible to detirmine dates that it would be a first Ed?

thanks for your help anyway. i seem to have it on quite a few of my older books.

You can use the FAQ on this site to help determine what edition golden book you have. Almost all of the older books can be identified with this information. As you get to newer books it is still difficult but usually can be figured out. Golden books are one of the few childrens books that edition is marked.
